What was/is the difference between a Prime Minister such as Gordon Brown to a Fuhrer or Leader (Adolf Hitler)?

It just came across me, as History books always state Adolf Hitler as being the 'leader' of Germany, though Gordon Brown is only the Prime Minister...Is there any difference?
